Despite his recommendation for soon-to-be Senior Supt. William Señoron to be provincial police director of Negros Occidental, the Police Regional Office 6 submitted a list of nominees Monday to Gov. Alfredo Marañon Jr. for the position.
This was confirmed yesterday by Chief Supt. Josephus Angan, regional police director of Western Visayas, who met yesterday with Marañon for a security briefing on the two-day Asia Pacific Economic Cooperation meeting April 29 and 30 in Bacolod City.
On Tuesday Marañon said he had recommended Senoron, former Task Force Ilahas action officer, for provincial police director of Negros Occidental.
But Angan said he initially recommended to Maranon the five available senior superintendents at the Police Regional Office 6 for the position vacated by the retirement of Senior Supt. Milko Lirazan.
Included in the list are Senior Supts. Roderick Alba, Leo Irwin Agpangan, Julius Lagiwid, Marlon Ganzon and Ruperto Floro.
Supt. Jerry Bartolome is now serving in acting capacity as officer-in-charge of the Negros Occidental Police Provincial Office.
Marañon blamed the delay in the issuance of the promotion order of Señoron on the absence of a permanent Philippine National Police chief, although he said he was informed that Deputy Director General Leonardo Espina, officer-in-charge of the PNP, has been given authority to sign it.
Angan, however, said the name of Senoron is not in the list of nominees.
But he also said there is a process to observe for third level positions, such as the city and provincial police director position, with the Senior Officers Placement and Promotion Board to determine and check candidates for the third level position.
Angan said the SOPPB may also get inputs from the police regional office on candidates to be placed in third level positions. Once the SOPPB has processed and determined who the candidates are, he said, they have to be approved by the PNP chief and concurred in by the National Police Commission, and the President.
The NOPPO position is not vacant right now, with Bartolome acting as NOPPO caretaker, he added.
Under NAPOLCOM regulations, the assignment of Bartolome, who is concurrently NOPPO deputy provincial police director for Administration, is limited and will only last for a month.
Asked if Marañon will choose outside of the list submitted to him, Angan said the candidate should be a third level officer or senior superintendent.
Señoron, who is now the chief of the Philippine Bomb Data Center at Camp Crame, is still a police superintendent. His papers for promotion to senior superintendent that is equivalent to a full-pledged colonel in the Armed Forces of the Philippines, is now with the Napolcom, that is chaired by Interior and Local Government Secretary Mar Roxas.
While the promotion of a candidate for the NOPPO chief position has not yet been approved, Angan said an officer-in-charge with the rank of senior superintendent will assume the NOPPO command.*GPB
