as ferry capsizes

MANILA -A ferry loaded with nearly 200 people capsized off a central Philippine port yesterday, officials said, killing at least 38 people in the latest of the country's long string of maritime tragedies.

Up to 33 people are missing after the 33-ton, wooden-hulled Kim Nirvana tipped over shortly after setting sail from Ormoc city at midday, the coast guard said.

Vegetable trader Reynante Manza, 45, cried as he recounted how the vessel suddenly rolled to one side as it reversed course shortly after backing out of the pier of Ormoc, pulling down his wife and many others under the water.

NOPPO to probe death of couple

The Negros Oriental Police Provincial Office will look into the brutal death of a couple in Barangay Tacpao, Guihulngan City, allegedly burned to death by persons wearing military clothes, according to their children.

Senior Supt. Dionardo Carlos said if there is need to create a Special Investigation Task Group, he will do so, even with his limited power as officer-in-charge of NOPPO.

He said he is mulling the idea of asking the Negros Oriental Criminal Investigation and Detection Group and other support units of the police to conduct a deeper investigation into the incident. He said he may form an SITG to help investigate the case, and bring the perpetrators to court.

Solar power project
eyed at SU for free

Orion Group International Inc., a multi-national company engaged in renewable energy, has offered to power up Silliman University in Dumaguete City with a solar power system for free.

Rynor Jamandre, Orion Group executive vice president, said this during a forum at SU Wednesday, attended by Department of Energy Assistance Secretary Daniel Ariaso Sr. He added that Silliman, through its Affiliated Renewable Energy Center, and Orion will soon forge an agreement on the solar power project that will benefit the university and its students.

The DOE had officially accredited Silliman as an AREC for the next five years, with Nick Elman as project leader.
