The Dumaguete City government cannot give its employees their Productivity Enhancement Incentives, unless a projected savings is realized by the end of 2015.
The Sangguniang Panlungsod session Wednesday was attended by City Budget officer Antonietta General, who said that the total annual personnel services of the city government is P200,500,279, while the 45 percent PS limitation is P201,823,958.49, or an allowable PS budget of P1,323,679.49.
The required amount for the granting of PEI of the 572 permanent and 451 casual plantilla employees is P5,115,000. General said if the PEI is released in December, the maximum incentive is only at P5,000.
She said the projected savings by that time would be P2,290,706.66, from the PS savings of the General Fund, including the savings from vacated positions of newly-retired personnel and from funded but vacant positions at the City Economic Enterprise Office, which is P1,344,558.04, or a total projected savings of P3,635,264.70.
Other members of the Finance Committee, like City Accountant Doreen Paulina Cordova, City Treasurer Cristina Merced, and City Planning and Development officer in charge Leonides Caro also attended the SP session.
City Administrator William Ablong said earlier that the 45 percent ceiling for personnel services is almost exhausted due to the lumpsum appropriation of casual plantilla workers, whose wages, salaries and benefits, charged before to the Maintenance and Other Operating Expenses are presently added to the personnel services.
General said there are casual plantilla workers that don't have appropriations yet from July to December this year, so their salaries are sourced from the personnel services savings.
Meanwhile, Councilor Lilani Ramon is calling for an inventory of City Hall employees after noting that some departments have more employees than the work to be done.
She said some employees have the same functions and yet, they are assigned in one department, which is prejudicial to the interest of taxpayers.
She said there are workers at ease in air-conditioned offices while their items specify that they should be in the field. Ramon said she suspected that job order employees are doing the job instead.
Records show that the General Services Office has the most number of employees at 141, City Social Welfare Office - 114, City Economic Enterprise Office - 108, and 92 of those are casual plantilla workers, City Engineer's Office - 106, City Treasurer's Office - 72, City Health Office - 70, and Traffic Management Office - 60.*JG
