A candidate for the board of directors of the Central Negros Electric Cooperative has filed an appeal asking the National Electrification Administration to reverse and set aside the March 13 resolution of the screening committee and declare Rodolfo Salga Sr. disqualified as candidate for the board of directors of Ceneco representing District 3 – Bacolod Central.

In his appeal, Jojit Yap said that Salga had ran in the local election held immediately preceding the Ceneco election on March 21.

Earlier, the Ceneco screening committee had denied the protest of Yap and declared Salga qualified to be a candidate for the Ceneco board of director for District 3.

In her appeal dated March 17, Yap said Salga ran for barangay captain of Brgy. 29 during the Oct. 28, 2013 Barangay Election. He won but later resigned to work with the local government of Bacolod City where he now holds the position of executive assistant 1.

She said the resolution of the screening committee qualifying Salga and concluding that the barangay election is not a local election, is wrong, has no legal basis, and is in direct violation of the provisions of the Local Government Code and jurisprudence established by the Supreme Court.

Out of the six, who filed their certificates of candidacy for the March 21 election, the screening committee declared as qualified Ceneco president Arnel Lapore and Eugene Velasco, who areboth running for the board for District 2 - Bacolod South, Yap and Salga for District 3 - Bacolod Central, and Dwight Carbon for District 7 - Murcia and Salvador Benedicto.

Only Eduardo Baja was disqualified for failure to attend the Annual General Membership Assembly of Ceneco.

The screening committee is composed of Lolita Jayme, Jesus Amado Dormido and Ellen Grace Ablanque.*CGS
