Resigned president of the Negros Oriental State University, Don Vicente Real, has asked Ombudsman Conchita Carpio-Morales to investigate what he believes to be a questionable transaction in the procurement for subscription of internet and other online services through fiber optic backbone in the province.

He told the Ombudsman that the procurement costing P13,742,400 was done through direct contracting without approval from the Board of Regents of the Negros Oriental State University, Real said. It was not included in the Annual Procurement Plan of CY 2012, and was in violation of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, and RA 9299 or the NORSU law, he added.

Real also asked Morales for the status of the cases filed against him by a certain Cipriano Trajano Jr.

Robbery raps vs.
ex-president dismissed

The City Prosecutor’s Office in Dumaguete dismissed the robbery case filed by the OIC president of the Negros Oriental State University, Dr. Peter Dayot, against the former president, Don Vicentel Real who resigned from his post and five other respondents, Jose Rene Cepe, Marx Iturralde, Frederick Zerna, Robert David and Raymund Librando.

In a resolution dated March 19, 2015, Assistant City Prosecutor Andre Stephen Jocobo said the investigating prosecutor observed that neither the complaint nor any of the supporting affidavits made any specific allegations on the nature and value of the allegedly stolen property.

After the 90-day preventive suspension, Don Vicente Real wanted to reassume his post as NORSU president but was barred from entering the campus because the expiration date of the suspension was moved to a few days later. The implementation of the preventive suspension was also delayed when Real filed a motion for reconsideration before the court.
