NGCP backbone project
set for hearing by ERC

The Energy Regulations Commission has set the application for jurisdictional and evidentiary hearing on the proposed Cebu-Negros-Panay 230 Kilo volt backbone project Stage 2 of the National Grid Corporation of the Philippines, at the agency's hearing room in Pasig City on June 2.

The order scheduling the hearing was signed by ERC Executive Director III Francis Saturnino Juan April 20 and posted at the agency's website yesterday

Aside from the hearing, the expository presentation and pre-trial conference on the project is also scheduled on June 2.

In his order, Juan said all persons who have an interest in the subject of the proceeding may become a party by filing, at least five days before the initial hearing, and subject to the requirements in the ERC's Rules of Practice and Procedure.

He said a verified petition with the Commission should give the docket number and title of the proceeding and stating the petitioner's name and address, the nature of petitioner's interest in the matter of the proceeding and the way and manner in which such interest is affected and a statement of the relief desired.

Juan added that all other persons who may want their views known to the Commission on the subject of the proceeding may file their opposition to the application for comment ton it at any stage of the proceeding before the applicant concludes the presentation of its evidence.

On March 12, 2015 NGCP filed with the ERC an application for the approval of the Cebu- Negros-Panay 230 Kilo volt backbone project Stage 2 with a prayer for the issuance of a provisional authority.

In its application, NGCP stated that one of its functions and responsibilities enumerated under the Electric Power Industry Reform Act ( EPIRA ) of 2001 is to improve and expand its transmission facilities, consistent with the Grid Code and the Transmission Development Plan.

This is to adequately serve generation companies, distribution utilities and suppliers requiring transmission service and or ancillary services through the transmission system and to ensure and maintain the quality, reliability, adequacy, security, stability and integrity of the grid, it added.*APN
