A Technical Working Group will be formed by the Bacolod City government to study the site of the new South Bound Terminal of the city.
Councilor Alex Paglumotan, chairman of the Sangguniang Panglugnsod Committee on Transportation, said yesterday that the group will be headed by Bacolod Mayor Monico Puentevella, but if it is convened, the city council should pass an Ordinance that lays down the guidelines for the establishment of the New South Bound Terminal of Bacolod City that is now on second reading.
The ordinance was authored by Paglumotan and Councilor Wilson Gamboa Jr. Under the proposal, the possible sites for the new Southbound Transport Terminal of Bacolod City are in Barangays Sum-ag, Tangub, Pahanocoy, Alijis or Punta-Taytay.
Meanwhile, Paglumotan will meet Friday with the members and officers of the Affected Libertad Stakeholders Association, who recently expressed strong opposition to the proposed transfer of the southbound bus terminal and waiting stations from its present location at Lopez Jaena-Libertad streets, Bacolod City, to another location.
ALSA president Rocky Lizares said they fear that the removal of passenger buses from the Lopez Jaena and Libertad business district will result in displacement, and stifle the growth and development that is now being experienced by the barangays around the Libertad South Public Market. He said the affected stakeholders will lose their clientele whose business relations they painstakingly cultivated through these many years.
ALSA also suggested a thorough study on the implications of the transfer by the agencies concerned, citing, among others, the experiences of businessmen at the Capitol Shopping Center that virtually became a ghost town when the passenger buses were pulled out with the establishment of the Northbound Terminal in Brgy. Meanwhile, a resolution directing Bacolod City Traffic Authority Office head Reynaldo Ebreo through the Office of the Mayor to review the experimental route involving public utility vehicles plying the northern and eastern directions of Bacolod City was approved by the Bacolod Sangguniang Panlungsod yesterday.
The resolution also authored by Paglomutan is asking the BTAO to determine whether or not these routes have legislative or executive approval.
The resolution said it is the intention of this SP Committee of Transportation and Traffic Management to effectively address the concerns of various stakeholders and the various sectors for a better conduct of traffic rules and regulations in Bacolod City.*CGS
