Members of the Special Weapons and Tactics of the police conducted random checkpoints and commanded traffic along major the streets of Dumaguete City, under the leadership of Senior Supt. Dionardo Carlos, officer-in-charge of the Negros Oriental Police Provincial Office.
Carlos supervised the checkpoint yesterday at Cervantes Street, in support of the city's campaign to implement the “No Plate, No Travel” policy, pursuant to Administrative Order 96.
Scores of motorists were apprehended for offenses ranging from driving without license, motorcycles without registration papers, with expired registration papers, and other related violations, punishable under Republic Act No. 4136, or the Land Transportation and Traffic Code.
Motorcycles without plate numbers were abandoned by their drivers, and these were recorded, and photographed, similar to a Rogues' Gallery, so that when crimes are committed involving motorcycles without plate numbers, the police has something to start with its investigation, especially involving shooting incidents with riding in tandem suspects, or snatching incidents involving motorcycles without plate numbers.
This developed as the “Oplan: Lambat Sibat”, a crime prevention effort using deliberate, programmatic and sustained police operations, is being cascaded in the NOPPO.
Second district policemen have completed a two-day cascading, and one main feature was the conduct of checkpoints, Oplan Bakal-Sita, mobile patrol, beat patrol and Oplan Bulabog, to be supported by a scientific crime reporting from the Police Community Precincts up to the National Capital Region Police Office.
Carlos explained that the “Lambat Sibat” program is a crime control strategy focused on murder, homicide, carnapping, robbery, and other major crimes.
Cascading for the third district started yesterday.
Under the system, weekly reviews and assessment of the crimes committed will be conducted, and solutions found, based on the statistics and data available.*JG
