Bacolod City College administrator Johanna Ann Bayoneta has been detailed by Bacolod Mayor Monico Puentevella to the City Administrator's Office for a year effective Tuesday in a memorandum he issued dated November 10.
The memorandum was received by Bayoneta's assistant, Elias Alias, after the Board of Trustees meeting Tuesday, Executive assistant Ramon Viva, yesterday said.
He said Teresa Villanueva has been designated by the mayor as officer-in-charge of the BCC. She is master's degree holder and had been appointed head of the vocational department of the college.
He said Puentevella sought the “legal opinion of a lawyer” before he re-assigned Bayoneta. The mayor pointed out that one of the reasons for Bayoneta's reassignment is that the Board of Trustees could not reconcile with her.
No comment has come from the BOT on this case, so far.
In her legal opinion, Elnora Orola-Abaygar said the designation of an OIC can only be made to a vacant position. There is a need for the reassignment of the current college administrator for any designated position, provided no diminution in rank, and salary will be affected by the reassignment.
Orola-Abaygar also said personnel movement whether through reassignment or detail will only be allowed for a maximum period of one year as provided under Civil Service Commission memorandum circular nos. 2 and 21.
In addition, the designated OIC must meet the qualifications of a college administrator provided under City Ordinance no. 629, series of 2013, or the amended Bacolod City College Charter, she added.
Bayoneta will assist acting City Administrator Jerome Solinap. She was once assigned to the City Mayor's Office during the previous administration in charge of administrative matters.
Meanwhile, Viva said the BOT of the BCC had passed a resolution acknowledging the Supreme Student Government president as a member of the Board.
This was one of the issues raised by the students of BCC who staged a protest Tuesday demanding that the college be freed from politics.
The students claimed that they have no representative in the BOT, as well as in the alumni association.
Viva said the alumni association is a private organization and the problem is that there are two presidents. Since Gil Severino is claiming to be the president, and also Israel Salanga, the BOT wants them to settle the matter first, or go to court.
He said Salanga has filed his certificate of candidacy for councilor of Bacolod so he cannot sit in the BOT, while Severino did not show interest anymore, so the vice president was recognized by the Board.*CGS
