BY JUANCHO GALLARDE & JUDY F. PARTLOW

The province of Negros Oriental recorded three deaths due to typhoid fever this year compared to only one last year, a report submitted by assistant provincial health officer, Dr. Edgardo Barredo, to the Regional Epidemiology and Surveillance unit of the Department of Health, said.

From January to November 15 this year, 489 typhoid cases were recorded with three deaths, which is 38 percent higher compared to 354 cases for the whole of 2014. The victims were aged five months to 91 years old.

Barredo said the deaths were recorded in Bayawan City with the highest number of typhoid cases, so far, at 75, Guihulngan with 66 cases, Mabinay 54, Siaton 49, Canlaon 38, Dumaguete 32, Bais City 28, Sta. Catalina 17, Sibulan 13, and Ayungon 12.

Intense deliberations ensued during the Provincial Development Council meeting Thursday to craft a five-year development plan for Negros Oriental.

Of around 30 members who attended the meeting, 24 voted to approve the plan, while four to six others opposed it. It was noted that during the approval of the enhanced Provincial Development and Physical Framework Plan (PDPFP) and the Provincial Development and Investment Program (PDIP) for 2014-2019, those who registered their objections, pending more clarificatory questions, belong to the opposite political camp.

Rep. George Arnaiz (Neg. Or., 2 nd District) and Board Member Arnie Teves pointed out that they would only want a very good plan to be implemented by whoever wins in next year's elections.

Three persons suspected of being members of an organized crime group, who were arrested for alleged illegal possession of firearms and for reckless imprudence resulting to damage to property, have waived their rights to a regular preliminary investigation.

Arham Diamaden Alimoden and Ryan Manan Lumangcolob, all of Basak, Lapu-lapu City in Cebu, were assisted by their temporary counsel, Gary Guido Tabios of the Public Attorney's Office during inquest proceedings Wednesday, conducted by assistant provincial prosecutor II Ethyl Eleccion-Vidal at the Hall of Justice in Dumaguete City.

A third suspect was ordered to be placed in the custody of the social welfare office in Sibulan, Negros Oriental, for being a minor.
