Private firms are set to bid for a joint venture with the Negros Occidental provincial government for the operation and maintenance of the Negros First CyberCentre (NFCC) in Bacolod City, Gov. Alfredo Marañon Jr. said yesterday.

A pre-bidding is set on Monday and the actual bidding will be on October 12, he said. So far one firm has bought bidding documents, the governor added.

The joint venture (JV) company to be set-up will be tasked with operations, management, maintenance, and Phase II development of the NFCC under the proposal, he said.

The provincial government will own not less than 40 percent of the JV corporation that will be established, while the winning private bidder will own not more than 60 percent. The JV corporation will have a life of not less than 25 years, renewable for another 25, the Capitol's proposal states.

The ownership of the land and all facilities in the site will continue to belong to the provincial government. The joint venture will not sell any land or building in the site, it added.

To qualify, the bidder or the proponent JV or consortium should have a net worth, or combined net worth of at least P50 million.

The JV corporation should have a minimum authorized capital stock of P50 million , with 50 percent paid up in the first year, the remaining 50 percent in the second year, according to the proposal.

The JV corporation shall guarantee a minimum remittance to the provincial government of – 20 percent of gross revenues but not less than P7 million in the first year, 20 percent of gross revenues but not less than P10 million on the second year, 20 percent of gross revenues but not less than P12 million on the third year and 20 percent of gross revenues but not less than P15 million from the fourth to 25 th year, it added.

The lease payments for space at the NFCC will pay for the provincial government loans for its construction in five years, the governor said.*CPG
