The six months and one day suspension without pay imposed by the Officeof the Ombudsman on his city administrator Ignacio Salmingo was implemented by Silay Mayor JoseMontelibano yesterday.
Salmingo was suspended effective at the close of office hours yesterday, Montelibano said.
The decision, approved by Deputy Ombudsman for the Visayas Pelagio Apostol, directedMontelibano to implement the suspension.
The Ombudsman had found Salmingo guilty of disgraceful and immoral conduct, after a complaint was lodged against him by Silay residentLindy Chan Jr.
Chan, a member of the Serve the People Movement Association, filed a complaint after Salmingo was allegedly caught on April 15, 2011 inside a Bacolod motel with the wife of another man.
The Ombudsman’s decision said that even if they did not commit any illicit act, the fact that Salmingo, who is married, checked into a motel room with a woman not his wife and who is married to another man, is in itself a transgression of the basic norms of morality, decency and decorum.*CPG back
