A drugstore and two clinics were razed by fire at about 3:40 a.m. yesterday at corner Perdices and Colon streets, in Dumaguete City.

Senior Fire Officer 1 Cristino Bato of the Bureau of Fire Protection said that the blaze which lasted two hours and 20 minutes, engulfed the Belbornz Botica Sa Shell, a medical clinic, stockroom of Shell Gas Station, and a multicab vehicle. Spot investigation by the fire bureau revealed that the fire broke out at the Belbornz Botica Sa Shell and turned to ashes all the medicines and merchandise.

Investigation added that BFP guard on duty SFO1 Rogelio Pinili heard a loud explosion and saw the Belbornz on fire. The drugstore is located about 300 meters away from the BFP station.

City PNP admits difficulty
in resolving 'gang wars'

Dumaguete police chief, Supt. Dionardo Carlos, said they are finding difficulty in apprehending minors engaged in gang wars in the city because of Republic Act No. 9344 or the Anti-Juvenile Delinquency Act.

"Our hands are tied," Carlos said during the recent regular session of the Sangguniang Panlungsod when he was asked to shed light on the unabated and resurgence of gang wars involving the warring groups called "Bloods" and "Crips."

Carlos said most members of these groups are below 18 years, and are protected by the law, and if they commit infractions of these statutes, they can't be detained but only turned over to government agencies such as the Department of Social Welfare and Development, or to their parents. Carlos, however, assured that they're doing their best to respond to criminalities by having the entire 72 PNP personnel out in the field especially at night.

Dumaguete Vice Mayor Woodrow Maquiling lamented what he called the "unethical and unchristian" behavior of City Administrator Dominador Dumalag Jr. when he confronted the latter about the transfer of some city council employees to other departments.

Maquling said the inquiry he made during his privileged speech in the Sangguniang Panlungsod last Thursday was done with good and honest intentions.

He said he just wanted to clarify why he was not informed about the transfer of the employees, adding that he would not mind the transfer, but that, out of respect, he should have been informed.
