Gov. Joseph Marañon yesterday called on candidates in the May polls to keep the election campaign on a high level instead of engaging in mudslinging that is unproductive.

He also called on the police and Commission on Elections to keep the May polls peaceful and orderly.

We should concentrate on issues that will ensure progress for our people and on the programs that we plan to implement in the next three years, he said. The governor said he will also report to the people on what his team has done for Negros Occidental in the last 5 years and a half.

The campaign period kicks off today with the Commission on Elections warning that people caught posting campaign material in prohibited areas will be arrested.

The COMELEC, with the help of the Philippine National Police, will simultaneously remove campaign materials posted outside common poster areas today under its "Operation Baklas" campaign, Elections Provincial Supervisor Jessie Suarez said.

Starting today appointment or hiring of new employees, creation or filing up of new positions, promotion or giving of salary increases, remuneration or privileges is banned until May 14.

Also banned until May 14 are the construction of public works, delivery of materials for public works and issuance of treasury warrants or similar devises for a future undertaking chargeable against public funds.

The release, disbursement or expenditures of public funds for public works and social services and development are also banned.*CPG
