BFAR clarifies 4-month
close season for fishing

The Fisheries Administrative Order 167 of the Bureau of Fisheries and Aquatic Resources is in effect from November 15 to March 15 next year, BFAR Negros Oriental officer-in-charge, Florencia Mepana, said.

She said the four-month period is a closed season for harvesting sardines, herrings and mackerels in the Visayan Seas to conserve them.

The order states it is unlawful for any person, association or corporation to kill or catch…from the Visayan sea and adjoining waters, sardines and herrings and species of fish belonging to the family Clupeidae, and locally known as “tunsoy,” “lao-lao,” “tabagak,” “tamban,” “liryan,” “halobaybay,” “lapad,” “lapa,” Indian sardines, “haul-haul,” round dwarf herring, “tulis,” “balantiyong,” and “hilos-hilos;” short-bodied mackerels, or “hasa-hasa,” striped mackerels, or “alumahan,” and “bulao,” “lupoy,” “silinyasi,” “ linatsay,” and “malangsi.”

Judge supports
judicial affidavit rule

Presiding Judge Crescencio Tan Jr. of the Regional Trial Court Branch 30 yesterday welcomed the decision of the Supreme Court to adopt the judicial affidavit rule in hearing cases with penalty of not more than six years, starting January next year.

Tan said that, although it applies only to lower courts, using judicial affidavits in lieu of direct testimonies can be agreed upon by both parties in the RTC, especially on drugs cases.

He said he prefers the stipulation of facts to fast-track the resolution of drugs cases, so that persons required to sign the inventory receipt do not have to be placed on the witness stand if they can be identified through photographs, like the members of the media.

Programs on OFWs lauded

Movie and Television Review and Classification Board former chair, Grace Poe-Llamanzares, lauded the programs of the government for the welfare of overseas Filipino workers.

Poe-Llamanzares, adopted daughter of the late presidential candidate Fernando Poe Jr. and actress Susan Roces, visited Dumaguete City recently, and said that one of her priorities will be to pass a bill that would boost the welfare and interest of OFWs. She is running for senator in the May 13, 2013 elections under the rainbow coalition party of President Benigno Aquino III.

She said she also plans to establish standard daycare centers in barangays and companies that have more than 200 workers.*JFP
