CSC completes
anti-red tape survey

The Civil Service Commission in Region 6 has finished the Anti-Red Tape Act Report Card Survey in 27 national state agencies out of the 41 targeted this year, a government press release said.

Agencies covered by the ARTA RCS identified by the CSC in Western Visayas this year are the offices and branches of Social Security System, Government Service Insurance System, Department of Foreign Affairs, and the Philippine Health Insurance Corporation.

Those of the Bureau of Internal Revenue, Bureau of Customs, Department of Health-supervised hospitals and the Department of Trade and Industry are also included.

The ARTA RCS is a structured tool for actual gathering of clients’ feedback on government agencies’ frontline services and compliance with the other provisions of Republic Act 9485 or the Anti-Red Tape Act of 2007, the press release said.

These include the observance of the “No Lunch Break” policy, posting of the Citizen’s Charter and setting up of the Public Assistance and Complaint’s Desk, it added.

The report card survey involves two phases such as the initial announced survey, which is done by the CSC coordinator and hired researchers and the unannounced or surprise validation survey done by a team of validators from the CSC Central Office.

The initial announced ARTA RCS conducted from February to July in 27 government agencies in the region showed that two agencies got an excellent rating for the delivery of their frontline services and compliance with the other provisions of ARTA, CSC-6 Administrative Officer Leo Jamorin said.

The report card survey also showed that 12 agencies received a good rating; three, acceptable rating; and 10, failed to comply with the standards, the press release said.

Jamorin said the two agencies with excellent ratings will be subject to an unannounced validation survey as they qualify to the Citizens’ Satisfaction Center for Seal of Excellence, which is given to national government agencies that have recorded high marks in the RCS.

The agencies, which obtained a failed rating, will undergo the Service Delivery Excellence Program of the Commission.

They will also be provided the needed technical assistance, monitored and later, be subject to another round of the RCS to ensure that they comply with the provisions of ARTA, the press release said.

Jamorin said they target to accomplish the RCS for the remaining 14 government agencies by October.*
