There will be no whitewash in the investigation on the attempted carnapping incident reported Thursday evening in Dumaguete City, involving a law student, Sr. Supt. Edward Carranza, director of the Negros Oriental Provincial Police Office, assured yesterday.

Carranza admitted that there were procedural lapses on the part of the Dumaguete police intelligence operatives, led by Insp. Don Richmond Conag, that will focus on the administrative investigation to be conducted by the PNP Region 7.

However, he said it was not an attempted carnapping as claimed by the victim, whose name is withheld for security reasons, but a case of mistaken identity.

LTO-Bais to enforce law
on early warning device

The Land Transportation District Office in Bais City, Negros Oriental, will soon require drivers of public and private four-wheeled vehicles to carry the prescribed standard early warning devices.

LTO District chief Alberta Janine Lawas said this is in line with a nationwide directive to ensure the safety of road users, especially when vehicles that encounter trouble are forced to park along the road.

While a timeline has not yet been set by the LTO central office on the EWD Law, Lawas appealed to owners of four-wheeled vehicles to begin acquiring the prescribed yellow and red triangles that are to be used as early warning devices.

Reports about the deployment of top cadres of the New People’s Army from Luzon to Western Visayas, was again bolstered by the critical injuries of two NPA top leaders and two others, in a recent encounter with 61st Infantry Battalion in Tapaz town of Capiz, the military said.

Maj. Enrico Gil Ileto, 3rd Infantry Division commander, yesterday said a certain “Isay,” who came from central Luzon, and sits as a member of the Komiteng Rehiyonal-Panay executive committee, and a certain Ka Rev, both in their middle 50s, were critically injured in the gunbattle.

Ileto said Isay was hit in the right thigh, while alias Rev sustained a gunshot wound in his waist and pelvic area.
