She said Memorandum Circular No. 2010-101 issued by the late DILG Secretary Jesse Robredo is still in force.

The memorandum states that the practice of putting up of billboards and signages and other information materials bearing the names , initials or pictures of government personalities on all government projects and properties such as firetrucks, ambulances and vehicles are prohibited.

The information on government projects should be limited to the name of the project and location, contractor, the date when it started and its completion date, the memorandum states.

Those who put their names and photos on government projects for their personal interests take the credit away from the taxpayers who are the ones paying for such programs or projects through their tax payment, the memorandum adds.

Trompeta said names and photos of officials placed on government property before the issuance of the memorandum should also be erased.

She said the ban does not appear to apply to photos and names of government officials welcoming visitors to a town or city on billboards or at welcome rotundas, although clarification is being sought from teir legal service department.*CPG
