The city government of Silay has sought the approval of the Sangguniang Panlalawigan of Negros Occidental of its proposed P850,000 intelligence fund budget, Board Member Miller Serondo, chairperson of the SP Committee on Finance, said yesterday.
Serondo said this was after the Sangguniang Panlalawigan disapproved the P1 million intelligence fund for which approval was sought by Mayor Jose Montelibano last month.
He said the intelligence fund was disapproved because it exceeded the mandated 2 percent budget ceiling, which is being taken from the Real Property Taxes.
A motion for reconsideration was filed by Mayor Jose Montelibano on the disapproval of the appropriation for intelligence fund, which was contained in the Supplemental Budget No. 3 of the Silay City Council, in the amount of P7.3 million.
Serondo said the intelligence fund can also be sourced from the peace and order budget of concerned local government units.
The intelligence fund is reportedly up for use during the arrival of President Gloria-Macapagal, in connection with the opening of Silay airport.
An ordinance approved by the Silay SP granting authority to the City Treasurer to enter into a compromise agreement with delinquent taxpayers is also up for study and deliberation by the Negros Occidental SP.
Other local government units seeking approval of their respective appropriation ordinances by the SP are Hinobaan – P62 million annual general budget and P8.4 million economic enterprise budget, Bago City – three supplemental budgets amounting to P1.2 million, Himamaylan City – P10.5 million supplemental budget, Hinigaran – P12 million supplemental budget, E.B. Magalona – two supplemental budgets in the amount of P850,000, San Carlos City – P4.2 million supplemental budget, Binalbagan – P800,000 supplemental budget and P21 million supplemental budget for Kabankalan City.
