French national eluded arrest in a raid conducted by operatives of Zamboanguita
police last week, in Sitio Mag-Abo, Barangay Malu-ay, Zamboanguita, Oriental Negros.
The policemen were armed with a search warrant issued by Regional Trial
Court Branch 42 Presiding Judge Marie Rose Paras against Patrick Chaffraix, for
violation of Section 4 of Republic Act No. 9208, or The Anti-Trafficking of Persons
Act of 2003. Chaffraix , who is of legal age, is separated from his Filipina
wife, and presently residing at Sitio Mag-abo, Barangay Maluay in Zamboanguita,
police said. The raiding team led by Zamboanguita PNP chief, S/Insp. Donald
Gadingan with operatives from the Women and Children's Concerns Desk, representatives
from the Department of Social and Welfare Development, GWAVE and barangay officials,
and one of Chaffraix's alleged minor female victims. One of the victims
told the police that the suspect recruited minors, both male and female, and asked
them to do sexy acts and pose naked in front of a camera. During the raid
the suspect was not in his house and is believed to have escaped, bringing with
him the video camera and allegedly a firearm of unknown caliber. Gadingan
said they had received several reports against the French national and his activities
involving minor. Two of his female and three male victims are now in the
custody of the DSWD. They reported that they had been sexually molested by the
foreigner, Gadingan added. Gadingan said they recovered several packs
of negative films containing images of nude persons and of sexual acts, 47 video
cassette disks also containing sex videos of minors; background music tapes which
according to the victims, were played by the suspect while they were being forced
to perform sexual acts. Policemen filed child abuse cases against Chaffraix aside
from the violation of RA 9208, and included him in the list of wanted persons
