A bill to amend Republic Act No. 9340, and reset the barangay and Sangguniang Kabataan elections from October 2012 to October 2015, and for other purposes, was filed recently by Bacolod Rep. Anthony Golez, Jr., a press release from his office said.
House Bill No. 6037 seeks to move these elections to October 25, 2015.
In filing the bill, Golez recognized the current economic upheaval that the country and entire world is facing, with the continuous increase of fuel prices, the press release said.
The press release also said Golez noted the huge budgetary requirement of holding barangay and sangguniang elections and that the funds for the endeavor should just be used in activities that would help the economy recover.
In his press release, Golez also said “We should help the current administration and ourselves to lay the foundation for a brighter and better future. As early as now, we should already consider the expenses that our country will incur for the barangay and sangguniang elections; it can be used for Health, Opportunities, Public infrastructure, and Education to further boost our economy.”
It was filed on March 19, 2012., the press release added.
A “STUNT”
Meanwhile, Golez wrote the Commission on Higher Education chairman begging that the March 2012 graduating Bacolod City College education students be allowed to take the September 2012 licensure examination for teacher.
Golez, the press release said, asked the CHED chairman not to penalize the students for deficiencies or omissions committed by their school, in connection with its alleged failure to comply with CHED requirements outlined in CHED PRC Joint Circular No. 1 series of 2010, a press release from City Hall said.
BCC officials were not only surprised by Golez's stunt but also find ill-advised his allegations of BCC's non-compliance with CHED requirements unfounded, it said.
BEST PERFORMANCE
Records show that BCC had submitted its compliance with CHED requirements through its Office in Region 6 as early as January 24, 2011. Moreover, BCC graduates were allowed to take the September 2011 LET, where BCC came out as one of the best performing schools in Bacolod City and Negros Occidental, the press release said.
Golez's “heroic act” smacks of impropriety because of its blatant disregard of the right protocol. He should have referred the matter first to BCC and then to CHED Region 6 Office before writing the CHED chairman, it added.* back
