A man claiming to be a doctor was arrested in Bacolod City yesterday for allegedly swindling a health officer in Negros Occidental and five Bacolod residents Tuesday and Wednesday.

Paulo Singaban Clarito, alias "Dr. Juan Miguel Sy", 32, single, of Abbey Road Sauyo, Novaliches, Quezon City was detained in the lock-up cell of Police Station 1 on theft charges, Case investigator PO3 Celito Dullan of Police Station 1 said.

Clarito was accused of taking the cellphones, P6,000 in cash and valuables of complainants Efren Ruiz Abalajon, 26, of Brgy. Cabug; Giovannie Jamero, 29, of Brgy. Tangub; Fernando Legada Nessia, 30, of Brgy. Pahanocoy, all of Bacolod City. moremoremore

Complaints of unlawful arrest, arbitrary detention and violation of RA 7438, or rights of an arrested and detained person, were filed yesterday against Cadiz police chief, Chief Inspector Jefferson Descallar, and seven others, before the Commission on Human Rights, for the apprehension and detention of a farm worker mistaken for a "fugitive".

Other respondents in the complaints, aside from Descallar, are Supt. Cornelio Defensor, Regional Investigation and Intelligence Division chief of the Western Visayas police, PO1 Richard Lampon and five Civilian Volunteers Organization members. moremoremore

Negros Occidental officials and the private sector were rallied yesterday to help combat worsening global warming problems by venturing into projects that will reduce green house gasses and at the same time allow local ventures to earn cash.

Anita Celdran, who heads the Asian Team of AHL Carbono, a carbon finance firm, told the forum that it is a moral, not a political obligation to help reduce unrestricted carbon emissions, that largely come from fossil fuel, through alternative ventures to protect the environment. moremoremore
