No HR complaints
vs. Army in 2011

Not a single complaint of human rights violations was lodged against the Philippine Army in Negros Occidental, compared to the eight against the New People’s Army and seven of Philippine National Police, in 2011,Commission on Human Rights records show.

Of the 36 human rights complaints docketed at the CHR Bacolod sub-office, the NPA faces eight complaints, PNP -7, civilians - 5, two each for armed men, teachers, barangay officials and government employees, and one each against the RPA-ABB, jail, auxiliary police, CAFGU, a husband, a mayor, an inmate and Abu Sayyaf Group member.

The CHR report also said that human rights conditions in Negros Occidental have improved, noting the zero violation by the Philippine Army and less complaints against the police.

Of the 36 victims, 11 are ordinary civilians; minors -10, women 4; farmers, mining company workers, students -2 ; Army, security guard, church worker and laborer -1.

Murder topped the list of complaints lodged at the CHR Bacolod sub-office with 12, rape and violation of the right to own a property -4, enforced disappearance -3, violation of the right to personal liberty -2, and one each for physical injuries, torture, violence against women and children and sexual abuse.

CHR reports also showed high incidence of violence against women and exploitation of children as sacadas, workers in pyrotechnics factory and vendors in bus terminals.
