petition vs. namesake

Bacolod Vice Mayor Jude Thaddeus Sayson filed a petition yesterday asking the Commission on Elections to issue an order declaring Julius Sayson a nuisance candidate.

Julius filed his certificate of candidacy for mayor and will be running against mayoralty candidates Vice Mayor Jude Thaddeus Sayson of the Nationalist People’s Coalition-Grupo Progreso and former Bacolod Rep. Monico Puentevella of MKK (Magbinuligay Kita sa Kauswagan).

In his petition, Sayson said Julius has no bonafide intention to run for public office other than to put the election process in mockery and to confuse the voters of Bacolod City by the similarity of their surname, thereby preventing the faithful determination of the true will of the electorate of Bacolod for the position of mayor.

He said that, based on the record of the COMELEC, Julius has not run in public office for any elective position during the May 14, 2007 synchronized national and local election, as well as in the October 29, 2007 barangay election and even during the May 12, 2010 national election.

On the other hand, Sayson said he had served the city as barangay kagawad of Brgy. Sum-ag in 1995, Barangay Captain of Sum-ag in 1998, city councilor from 2001 to 2007, and Vice Mayor of Bacolod from 2007 up to the present, while Julius is unknown in Bacolod City politics, he said.

Sayson said Julius’ act of filing his COC on the last day, October 5 at 4:55 p.m. before the (5 p.m.) deadline is a clear manifestation on his part to make a mockery of the sacred electoral process.

Julius is a fruit vendor who has no house of his own but he stated in his COC that he is self-employed, Sayson said. He does not own any real property based on the certification issued by the Office of the City Assessor dated October 8, 2012.

Sayson said Julius is not a legitimate businessman having no Mayor’s Permit or Business Permit to engage in business in Bacolod, as evidence by the certification issued by the Office of the Mayor dated October 8, 2012 and has not filed an income tax return.

Julius has no bonafide intention to run for public office for reasons that he has no financial resources, no political machinery to propel his candidacy, has no political line-up despite the fact that he is running for a major position, has no real property to show financial stability, and is, in fact, living with his father, and has not demonstrated any accomplishment or achievement in his 32 years of existence, he said.

Sayson said Julius’ COC was notarized by Jalore Bolivar, a notary public in Kabankalan City, who is presently the head of the Register of Deed in Silay City.

Based on his facebook account, he is endorsing ”Monico” as Mayor of Bacolod, he said.

Puentevella denied having a hand in the filing by Julius of his COC. He said this is a family squabble and he does not want to be involved. He hopes Sayson can settle the matter with his relative, he added.

Julius’ father, Edwin Sayson, stated in his affidavit that his son is a fruit vendor and has no property under his name and still lives with him.

Edwin’s affidavit was supported by his brothers and sisters, Jose Sayson Jr. Ernesto Sayson, Corazon Gallardo and Jocelyn Trebelles in their joint affidavit, which stated that they were all totally surprised to learn that Julius filed his COC for the position of mayor because ever since he has had no interest in politics.

Meanwhile, former councilor Alex Paglumotan of the NPC-Grupo Progreso, said he believes that Vice Mayor Sayson will survive the test put up by own relative.

Paglumotan recalled that when he ran for councilor in 2009, he also filed a petition to declare Alex Castiller Paglumotan of Brgy. Felisa who also ran for councilor, a nuisance candidate.

They were successful in having the name of his namesake removed from the roster of candidates, he said.*CGS
